Senate Bills
Detection and Treatment of Postpartum Mood Disorders (SB 15)
This bill would require that certain state agencies work with medical professions to develop policies and procedures related to the prevention, treatment, and diagnosis of postpartum mood disorders in women.
Ambulatory Treatment Center Act (SB 161)
Amends the Ambulatory Surgical Treatment Center Act to require that an ambulatory surgical treatment center where abortions are performed must comply with all of the statutes, rules, and regulations applicable to ambulatory surgical treatment centers generally.
Funding and Education on Cervical Cancer Prevention (SB 937)
SB 937 would provide for insurance coverage and public funding for the HPV vaccine. It would also require that all girls entering the 6th grade and their parents would receive information about the HPV vaccine.
Insurance Coverage of Breast Ultrasound Screening (SB 1365)
SB 1365 would provide coverage for ultrasound screening when breast tissue is found to be dense and a mammogram may be inconclusive or difficult to read. It would provide added protection for women who may have breast abnormalities that are difficult to detect.
House Bills
Cervical Cancer Prevention (HB 115)
House Bill 115 addresses the need to vaccinate young women against the HPV virus which can cause cervical cancer. It requires that when a female student enters the 6th grade, her parents must present a signed statement from their physician indicating that they have received information on the HPV vaccine and if the student has received the vaccine. The student may still enter school if she has not received the vaccine. The bill also requires insurance and Medicaid coverage for the HPV vaccine.
Clinical Breast Exam (HB 147)
Requires health insurance cover for clinical breast exams. It provides additional coverage so that young women and women with dense breast tissue can have an extended exam in order to detect abnormalities which could be cancerous.
Adolescent Health Care Safety Act (HB 317)
The 1995 Parental Notification of Abortion Act if implemented would threaten the health and safety of Illinois teens. HB 317 is a reasonable alternative to provide young women with more options. It would allow them to notify an adult family member. If she cannot turn to anyone in her family, the young woman would undergo detailed, non-judgmental counseling with a licensed medical professional. HB 317 is designed to protect young women and put their safety first.
Insurance - HIV Treatment (HB 385)
Amends the State Employees Group Insurance Act of 1971, the Counties Code, the Illinois Municipal Code, the School Code, the Illinois Insurance Code, the Health Maintenance Organization Act, and the Voluntary Health Services Plans Act to require coverage for all covered persons, including, but not limited to, pregnant women, women of childbearing potential, and children for non-occupational post-exposure prophylaxis to prevent HIV infection within 72 hours after exposure from sexual intercourse, sexual assault, rape, blood transfusion, injection drug use, or accidents.
Pharmacy Access to Emergency Contraception (HB 1077)
HB 1077 would allow pharmacists to enter into collaborative agreements with physicians to provide direct access to emergency contraception. Despite the fact that last year the FDA allowed greater access to EC, some women still face barriers. It would allow women to go directly to a pharmacy to get EC without first going to a doctor's office.
HPV and Cervical Cancer Education (HB 2033)
HB 2033 would require the Illinois Department of Public Health to conduct a public education program about the relationship between HPV and cervical cancer as well as the HPV vaccine. It is an important step in building public awareness about the causes of cervical cancer and prevention.
Federal Legislation
Unborn Child Pain Awareness Act of 2007 (S 356)
Requires doctors to tell women seeking an abortion that a fetus can feel pain, regardless of scientific evidence.
Child Interstate Abortion Notification Act (HR 1063 IH)
Prohibits the safe transportation of a minor seeking treatment across state lines to avoid burdensome and dangerous parental notification laws.
Freedom of Choice Act (S 1173)
This bill aims to protect, consistent with Roe v. Wade, a woman's freedom to choose to bear a child or terminate a pregnancy.
Parental Notification and Intervention Act of 2007 (HR 1295)
Requires parental notification in the case of a minor seeking an abortion, regardless of potential danger to the minor.
